Received 0, 5.5 p.m. Berlin, November 5. Potsdam was decorated. A military display was the chief feature of the entertainments. International (mostly French) detectives had been studying the topography of the town, and the police removed insulting placards calling for a demonstration of protest against the Czar's visit. The Sovereigns had prolonged private interviews. THE CZAR'S DESIRE. Received 6, 5.5 p.m. Paris, November 5. Le Matin's St. Petersburg correspondent, referring to the meeting at Postdam, states that the Czar believes it is desirable to alleviate certain relations which are occasionally strained, and especially remove difficult points wherein friction may arise.
