Lord MacDonnell, in a speech at Dublin, stated ne had the Earl of Dunraveri's concurrence in the following definition,of devolution: It postulated the maintenance of an Imperial controlling Parliament at Westminster, a representative Irish Assembly, with legislative and administrative functions, and a controlling executive dealing, with purely Irish Affairs, the Treasury to furnish funds in the manner indicated in the Irish Council's Bill, and a continuance of Br'itisn Treasury' responsibility of financing land purchase. DEPARTMENT FOR SELF-GOVERNING DOMINIONS. Received 3, 11 p.m. London, November '3. The Times anticipates that Lord Morley will remain in the Cabinet and that Mr. R. Vernon Harcourt will "become Colonial Secretary. The Daily Mail says the Government has decided to create a new Secretary of State and a department to deal with the self-governing dominions. The present department will deal with Crown colonies. The Daily Mail adds that the change is due to the existing organisation proving unsatisfactory to the dominions, and especially to Australia. ' THE VETO CONFERENCE. Received 3, 11 p.m. London, November 3. The Veto Conference held a meeting lasting two Tiours.
