Owing to the virtual cancellation of the form under the Budget, Irish publicans have been relieved from furnishing answers to sixty questions requiring the minutest details of sales and profits for the past three years. The concession provokes a demand for similar treatment in England, and is interpreted as a desire not to challenge a fight with the Xationalist Parliamentary party. Burton brewers have decided to withhold rates pending the decision of rating appeals claiming a reduction on assessments equivalent to the entire amount of duty. The Treasury refuses to accept new assessments founded on the Shoreditch assessment case, and a fresh action will follows WALTHAMSTOW BYE-ELECTION. London, November 2. The result of the Walthamstow byeelection -was:—Simon (Liberal), 16,673; Johnson (Conservative), 13,907. Mr. Simon offered himself for re-elec-tion on his appointment to the office of SolicitoT-General. DEFINITION OF DEVOLUTION. "A REPRESENTATIVE IRISH ASSEMBLY."

Lord MacDonnell, in a speech at Dublin, stated ne had the Earl of Dunraveri's concurrence in the following definition,of devolution: It postulated the maintenance of an Imperial controlling Parliament at Westminster, a representative Irish Assembly, with legislative and administrative functions, and a controlling executive dealing, with purely Irish Affairs, the Treasury to furnish funds in the manner indicated in the Irish Council's Bill, and a continuance of Br'itisn Treasury' responsibility of financing land purchase. CHANGES OF ADMINISTRATION.
DEPARTMENT FOR SELF-GOVERNING DOMINIONS. Received 3, 11 p.m. London, November '3. The Times anticipates that Lord Morley will remain in the Cabinet and that Mr. R. Vernon Harcourt will "become Colonial Secretary. The Daily Mail says the Government has decided to create a new Secretary of State and a department to deal with the self-governing dominions. The present department will deal with Crown colonies. The Daily Mail adds that the change is due to the existing organisation proving unsatisfactory to the dominions, and especially to Australia. ' THE VETO CONFERENCE. Received 3, 11 p.m. London, November 3. The Veto Conference held a meeting lasting two Tiours.
