The Morning Post says it is easily demonstrable that universal penny cables would result in enormous loss. Ordinary citizens may ask why should they be callqd on to contribute to make up the loss on a service that is practically of no value to them, and may argue further that those benefiting bv ocean telegraphy should pay for the convenience. Any conceivable relief to the users of cables must be more modest than a penny a word.
