In the Assembly, the Treasurer stated that the Governor, rather than that there should be any controversy, had asked that the extra vote of £SOO for the payment of his private secretary and typist be withdrawn. The Treasurer declared that the Government had a majority which would carry the vote, but out of respect for the Governor's wishes the item would he withdrawn. THE NORTHERN TERRITORY. \ Melbourne, November 2. The House of Representatives passed the Northern Territory Acceptance Bill through the final stages. PENNY POSTAGE SCHEIE. Received 2, 10 p.m. Melbourne, November 2. In the House of Representatives the Post and Telegraph Bill was read a first time. The Bill provides for penny postage. NATIONALISING MONOPOLIES. BILLETS FOR LABOR LEAGUE MEMBERS. Received midnight. Melbourne, November 2. In the House of Representatives Mr. Deakin continued the discussion on the second reading of the Constitution Alteration Bill, relating to monopolies, giving the Government power to nationalise them. He said the true motive was to allow the Federation to take over various businesses. It was not work for the national Parliament, and no doubt was intended to influence public officials to give all the billets to members of Labor Leagues. g Received midnight. Sydney, November 2.
Mr. Holman, • Attorney-General and Minister of Justice, says the Government contemplate the appointment of-a Royal Commission to enquire into the question of law reform, both civil and criminal. The poorer section have very great difficulty either in learning their rights or in enforcing them. A suggestion that the English Judicature Act be substituted for our own does not meet "with the Ministers approval.
