THE'CONSTITUTION BILL. By Cable.—Press Association.—Copyright. Melbourne, October 28. In the House of Representatives Mr. Hughes' amendment was carried by 29 to 16, after an animated debate. A clause giving the Commonwealth power to deal with combinations and monopolies in relation to the production, manufacture and supply of goods, or services, was also carried. The Bill was reported and the third reading fixed for to-morrow. LABOR'S LAND POLICY. SETTLERS DEMAND THE FREEHOLD. Received 28, 10.30 p.m. Sydney, October 28. There is a great outcry against Mr. Neilsen's statement of the "no freehold" policy of the authorities. It is contended that this will discourage thrift, as the settlers' object is to have something to call their own. A member of a deputation of fanners to Mr. McGowen, the Premier, stated that if men can't get freehold they .will go to other states where they can get it. Replying. Mr. McGowan said the statements would receive full consideration. Had he known the subject was to be dealt with, the Minister of Lands would have been present. Regarding the other statements, he wished to remove a misunderstanding of Labor's immigration policy. They wanted immigrants, but they must be of the right class. The Government must get land first, so as to ■fie able to supply immigrants cheaply. The only value of land was its productive value.
• THE CONSTITUTION BILL. Received 29, 1.5 a.m. Melbourne, October 28. In the House of Representatives the Constitution Alteration Bill was read a third time. A RIFLEMAN'S DISQUALIFICATION. Received 2!), 1.5 a.m. Melbourne, October 28. The executive of the National Rifle Association held an enquiry into the shooting for the King's Prize, and disqualified W. J. Pig«ott, and awarded the prize to C. Morris, of ftoulburn. A. Brooks, of the Parramatta Club, was second. It is staled that Pigsrott admitted that he did no# -hoot at rho thousand yards ranue. and that his card was a bogus one. with the signature of the registrar forged. It is understood that further action is pendins.
