Admiral Von Koester, addressing the Eisenach Navy League branch, endorsed the demand for the addition of a large cruiser annually to the building programme from 1012 onwards, on the ground that cruisers of the Hertha class are used as training ships and are mere floating gymnasia. Large substitutes ought to be found for them without awaiting the expiry of twenty years. He contended that the reserve formations ought to be strengthened under the navy law, owing.to the sale of warships to Turkey.
