Mother Country would confer "'entirely untrammelled by any limitations or restrictions." Under the circumstances there is nothing improbable in the rumor that the conference has been discussing "all-round devolution" as the alternative to a general reconstructiou of the constitutional machinery, more especially in vieW of the' fact that Mr. Birrell, who is one of the Liberal delegates, has already expressed himself in favor of giving powers of local government to each of the "four nations oi the United Kingdom." The Secretary for Ireland referred to the subject latt in July, after the conference had met several times. He told the members of the Eighty Club, in the course of a speech, that Ireland was entitled to demand legislation in accordance with Irish ideas and Irish economic facts. "To drag Ireland in the wake of England is sheer, downright, stupid folly, 1 he said. "Last week we saw Scotland in revolt. Wales is only quiet because a celebrated Welshman holds a high position in the Government. Even England has an overwhelming ease for a Parliament of her own. Now she does justice to no one—not even herself." Mr. Birrell added that when n federation had been established in Great Britain, there would be -room in a trul> Imperial Parliament for representatives of the oversea dominions. Such a Parliament, freed from all responsibility for local details, would "have every chance to set about the task of acquiring good government to as many of the inhabitants of the world as live withip the Empire.?
