In the debate on the Constitution Bill, the Minister for Home Affairs, in reply to a question, said he did not favor a minimum adult wage of eight shillings a day, which would be in many cases excessive. Messrs Glynn and Irvine agreed that monopolies should be broken, but disagreed with many clauses of the Bill. The debate was adjourned. ALTERATION OF CONSTITUTION. In the House of Representatives, during the debate on the Constitution Alteration Bill, there was some strong opposition, and a lively debate ensued. NEW SOUTH WALES ELECTIONS. THE NEW MINISTRY. Sydney, October 20. Mr. McGowen addressed a demonstrative meeting last night. He told his hearers not to worry as he would form an administration which would carry on longer than their opponents. He thought the victory -would be even greater at next election. The Government would move slowh*, but was on strong ground, and was going to succeed.

LABOR CAUCUS. Received 21, 1 a.m. Sydney., Last Night. A further recount of the Bingarra election has been ordered, but the result is not definitely known. The Labor caucus meets to-morrow to eonsider the situation and to decide •whether Mr. McGow-en or the caucus should choose the Ministry. ■ THE NO-LICENSE POLL. Sydney., October 20. The Congregational Union carried a motion regretting the result of the local option vote and deprecating the use of carriages for the conveyance of electors. WESTRALIAN POLITICIANS. WANT THEIR WAGES RAISED. Received 21, 1.5 a.m. Perth," Octobet" 20. The Assembly rejected a motion in favor of raising members' salaries from £3OO per annum to £4OO. It was resolved simply, "That it is undesirable that salaries be increased."
