There must be a fresh balancing of the popular forces.
The Reveille programme provides for f«estry, maintenance of the supremacy of the navy if necessary by a great loan; secondly, the construction of a scientific tariff, foehind wnich industrial insurances would give workers the security of State credit and tne credit of great friendly societies, thns avoiding ruin inherent in the Right to Work 'Bill; thirdly, State credit to assist in the purchase of land for small owners, thus avoiding State ownership; fourthly, reform of the poor law; and fifthly, colonial preference.
