POSTAL COMMISSION'S REPORT. I3y Cable—Press Association—Copyright. Melbourne, October 6. The Postal Commission's report mentions that since federation there have been nine Postmasters-General. Each has tried to signalise bis occupation by new legislation, • without regard to its effect. The system under which staff matters affecting the department are placed under the authority of the Public Service Commissioners means divided control and has rendered efficient management impossible. Great lack of efficiency is shown among the higher officials. A large number of recommendations are made, including the appointment of three directors, one to be general manager, the others to control the telephone and telegraph departments, the payment of highen salaries, the establishment of a. Government factory for the manufacture of uniforms, the basing of promotions on merit alone, the abolition of leave in lieu of overtime, payment for overtime, abolition of departmental fines,, the establishment of a superannuation fund, ■■intl the appointment of a chief accountant and chief inspector. The employment of women is deprecated.
