It recommends,the appointment of three directors as a board of management; tlie writing off of the present deficit; the making of provision for two millionsterling as a capital account; the introducing of a uniform, penny postage in the Commonwealth, when the telephone and telegraphs are self-support-ing; tihe nationalisation of the cable service; the annual rental of the telephones £3 ss, and the charge 5s per 100 for the first 500 calls and then 4s per 100 to '150.0, and 3s per (hundred beyond that.
