SCOTTISH PRESS STRICTURES. By Cable. —Press Association. —Copyrijrbt. London, October 4. The newspaper Scotsman states that the full text of the Land Bill has not removed the belief that it will injuriously affect the Commonwealth's stability and credit. British capital cannot be expected to flow freely when it finds it is under a special burden. The Bill will render drought a heavier lnirdeu than before. The big squatter may lie able to hold out; the little squatter will bo ruined.
