[President Taft, pressing a button at the Massachusetts Summer Home, gave ■the Bignal to Spokane for the formal opening of the Dry Farming Congress. The President's message hoped the plans developed would aid the semi-arid districts of the West Mir. Roosevelt stated that the conquest of toe "dead West" was the most notable of America's achievements.
