Following the evasions of the immigration law by Chinese at Vancouver, the Dominion Trade Department ordered that in future no certificates an the Chinese language be accepted for admission purposes. Departing Chinamen must produce tihek admission certificate or pay a penalty of 600 dollars poll tax as an alternative to deportation. Photographs will be taken, ajid the instigation of the Bertillon system is under consideration.
