FITZROY LOAN PROPOSALS
RATEPAYERS' COMMITTEE TO REPORT. There was a very fair attendance of 1 ratepayers in the Fi'tzroy Town. Hall < laat night. Mr. Leslie Steele, chairman - of the Town Board, presided, and ex- i plained the scheme, which comprised the i following 'schedule of works, estimates < for which had bei n prepared by Mr. L. i 0. STad'dem, tune,hoard's engineer:— Devon road (Store to Waivniknillo bridge), metalling full, width, widening tilling near bridge, including sundries, | £300; Devon road, channelling and kerbing, railway bridge to W&iwakaiho, £540; Daraell street, metalling full widlbh, 4 chains, and sundries, £54; Fitzroy road,- including formation all through and metalling and footpaths for 14 chains, £254; Barriball street, improvements to footpaths,, and sundries, £100; Sackville street, formation and metalling to last house, and providing access to the beach and Recreation I Ground, £1'00; Church lane, completion . of formation and metalling to Malcolm street, £100; McLean street, completion of formation and metalling, etc., £ 163; Nob's line, completion of formation and metalling, etc., £250; Hospital road, Rimu street to Holdlsworbhy road, regrading hill, metalling, footpath and ' fefc'jdries, £400; re-metalling as may be from I'oldswortliy road to 'boundary of tov, i. district, £4OO (a total of £BOO on .'.lis roaxl, exclusive of work at Uve 'bridge)Kowhai sitreet, improvsTisj junction with Devon street, completing metalling, tuid channel ling to Karjwmi 'street, £lftQ; Karamu street, completion of .metalling and sundries, £SO; Xgiaio street, formation and metalling, £1!)0; Milioe street, Ngaio street to Waiwaka road, and Waiwaka road to metalled) road in Chilman's Extended, £247;, Paynter's lane, completion of formation and metalling, £75; Waiwaka road, from ALa'hoe street to Mr. Arnold's boundary, formation and metalling, ( £180; new street, from iMangorei road j to borough boundary (old railway line) . £150; purchase of land, to connect Waiwaka Ten-ace and Paynter's Lane, £SO; ' total, £3713. It was proposed to borr row. £4OOO for street works, and £IOOO for tine erection of a new town hall.
The chairman moved, and Mr, Parkin | seconded, the adoption of the scheme. : In outlining the proposals, the clerk explained that, with the ibwden of new| work placed on loan instead of general, revenue, the ordinary rates should be reduced by fully a farming in the pound. In answer to questions, the town clerk (Mr. G. F. Foobe) said that a halfpenny rate would be pledged for the payment of interest. The rates now stood at iy 2 d in the £, The district was progressing too fast to permit of the Board carrying out all sie necessary improvements in the town, gome four or five years ago loan proposals involving £2OOO for sitreet improvements had been 'brought down, but had not been proceeded with. Tie works scheduled had since been done out of revenue. Mr. Kibby: Show it. Mr. Foofce mentioned the work on Vogel, Maclean, Sackwell, Record, Normianby aaid Karimo streets, metalling on Dewon road, Mangorei road, and a contribution to the county for the new Waiwiakaiho bridge. . The chairman explained that the hall had 'been given to the district with a mortgage of only £BO on it. A bigger hall should pay well. Mr. Cleland questioned the need for a. larger hall, but the chairman stated that it was far too small even for the school concerts; and Mr. Oxenham corroborated this statement.
In answer to Mr. Nolan, the clerk said the rate revenue was £775, and subsidy, royalties, and so on, brought the revenue to about £9OO. In answer to
Mr. Cleland, Mr. Foote said the Board proposed to pay off the hall mortgage shortly, and, get a clear title. In answer to Mr. Griffiths, the engineer said it was proposed to grade to Payn/ter's lane to a grade of 1. in 15, and connect the metal on it with Wilson sitreet in dulmian's estate. It "was not proposed to widen it.
Mr. Griffiths pointed out thait the residents on Paynber's lane were increasing fast. It was proposed to connect this with the cattle route along the old railway line (now purchased by the Board and the Borough Council), and he thought that unless the lane were widened the cutting would become a death trap for children. The chairman said the cattle traffic would iave to 'be regulated by by-law. Mr. S. J. Smith concurred, and urged widening the road, which was too nar-i row from end to end. Whilst in accord with the proposals, he thought they hardly went far enough, and moved an amendment that a committee ,be set up 'to confer with the Board on the whole matter of the loan proposals. ■Mr. Dempsey complimented the Board on its management of the roads and streets. He seconded Mr. Smith's amend- ! mejnt, pointing out that Fitzroy was becoming, and was bound to become, a very important place. After some discussion on the question of rating cattle traffic, the clerk said the Board had had in view the connecting up of Renter's lane with Darnell street, which was a chain wide, thus avoiding 'the necessity of bringing the! oattle through the centre of the town at all. 1
