Mr., Austin Chamberlain opened the autumn campaign in Birmingham tonight. He declared that tariff reform and' laad matters would be the chief planks in the Unionist policy. The revision of ithe Osborne decision was contrary to the conception of liberty. It would 'be a monstrous abuse of power if an organised majority forced the men who joined the unions for the Bake of suck pay and out of work pay to support political principles they repudiated. He added that foreigners were alert to court the custom and secure the trade of the overseas dominions It would be deplorable if the Imperial Conference passed without fortifying the Imperial trade position.
