TURKEY AND BULGARIA
AN ACTIVE COUNTRY. By Cable—Press Association—Copyright. London, September 21. It is reported that the recent agreement between Turkey and Roumania recites that Bulgaria is considered ambitious and active, and it is now known that only the determined action of the Bulgarian Premier and Foreign Minister in 1908 prevented the army marching on Constantinople.
