GENERAL BOTHA STILL PREMIER.

PRECEDENTS FOR BOTHA. Received September 21, 12.30 a.m. Pretoria, September 20. General Botha's decision has dispelled the possibility of a Merriman-Hertzog-Fischer Ministry. English precedents, set by Gladstone and Balfour, persuaded General Botha to take the action.
