The Postmaster-General approves Mr. Henniker baton's suggested conference of European Postmasters-General to discuss penny-a-word cables. He had always favored cheap cables. The first step as far as Australia was concerned would be to have a State-owned cable to connect across Canada with the Pacific cable. He was extremely anxious to see that established as then it would be possible to reduce rates to ninepence or even sixpence a word. He believed the ninepence rate would pay if the cable ■ was used during the whole twenty-four , hours. The reduction to a penny would ■ come if some means were discovered of . sending cables at a quicker rate. He , wanted to see the time when the cable ] service would be used not only by the ■ millionaire but by the millions.
