NEW REGULATIONS. By Telegraph.—Press Association. Wellington, Thursday. The following memorandum from the Department of Internal Affairs has been sent to all under the under-, secretaries and heads of Government departments: It has been decided, subject to departmental requirements, that leave of absence shall be granted to members of the Government service (other than employees of the Railway Department) when required for service under the Defence Act, 1900, and that such leave shall not be deducted from the annual leave of absence. In future, when any member of the Government service obtains leave for more than one day to attend a military camp of exercise (statutory holidays excluded) the pay due to him by the Defence Department, other than victualling and forage allowance, is to be paid by the Defence Department to the department in which the member of the Government service is employed. These payments to departments will be made by way of transfer. The necessary transfer vouchers will be prepared in the various departments concerned and charged to the defence vote and credited to the salary vote of the respective departments. This does not apply to capitation, and will not come into effect until February next.
