OFFICERS' AND COMMITTEE REPORTS, j The following reports will be considered at to-night-s meeting of the! .borough Council:— ELEC'iRICAL .EiS'uLNEER'S REPORT. The manager reported that during August there were slaughtered for local I consumption: tows, lud; bullocks, 44; calves, 1; sheep, 713; Jambs, 25; pigs, 158; tripes cleaned, 184. Compared with the corresponding month of last year, they show as follows:—lncrease of 10 cattle, IG3 sheep, 7 lambs, 23 pigs, and 11 tiipes. Decrease of 6 calves. Three cow'f, .1 bu'lock, 3 pigs- and 1 lamb were conde'lined during the month. Fees due for the mor.th amounted to £l3l 15s 3d; rents £3 5s 6d; total £135. 0s 9d, an increase of £lO ss. The ammonia coils in the chamber and outside the machinery room require to be painted immediately to save the rust from destroying them. As it will be impossible for the ordinary revenue to meet the extraordinary expenditure for the year (£llO for Uemow road and £135 for printing, etc., and £l4 for mutton rails), I would advise the Council to fix fees for the use of the chilling room, as per my schedule of August 3rd, 1909. Large cattle Is, calves 9d, pigs Gel, sucking pigs 3d, sheep 2d, lambs Id, and poultry 6d per dozen or part of a dozen. RESERVES COMMITTEE. That the borough engineer be authorised to remove the ience of the cemetery paddock to enclose the unused portion of the cemetery lying south of the monuments on the hill, and that this portion be ploughed so as to eradicate the noxious weeds; that the borough engineer be instructed to eradicate the noxious weeds on Fort Niger, Mt. Bryon and old Waterworks reserves; that a copy of the sexton's explanation, together with a copy of the by-law re deposit of weeds at the cemetery, be 1 sent to Mrs. A. Hill; that Mr. J. Buckman be permitted to keep two cows on section 792 for night time at Is per week subject to one day's notice by either party. ELECTRIC LIGHT COMMITTEE. The committee recommends: That the Hillsborough Co-operative Dairy Factory Company be informed that as the supply of electric power is required for the town the Council cannot see its way to accede to their application for power; that Mr. Clements be informed that tie Council is not undertaking any work at the intake at present; that the manager of the Biograph Pictures be asked to confer with the committee at the next meeting with reference to an automatic regulator for the current for the kinematograph; that the following report from the Electric Light Sub-Com-mittee be adopted by the Council: That the fund to be established under paragraph 5 of the report of this committee adopted at the last Council meeting be termed a ..reserve fund and be placed in a separate account at the bank to be utilised for the following purposes for the Electric Light Department:—extensions, renewal of machinery and poles, and any balance in hand at date of maturity of the electric light loans (Ist October, 1922) to be applied in reduction of such loans; that a sinking fund consisting of an annual sum of £27 6s 4d be and the same is hereby established in connection with the sum of £5464; portion of the £.90,000 special loan used in connection with th 6 installation of electric light; that the said sinking fund be and remain during the currency of the said special loan permanently and exclusively appropriated for making provision for and towards repayment ot the said special loan at the maturity thereof; that such sinking fund be dealt with, invested and managed as provided by the Local Bodies Loans Act, 1908, or any other act or law for the time being in force relating to sinking funds in connection with special loans raised by municipal corporations; that the Council of the borough of New Plymouth doth hereby appoint Richard Cock, of New Plymouth, merchant, and \Viliiam Andrews Collis, of New Plymouth, photographer, to be commissioners of the sinking fund hereby established by the said Council; that in order to give effect to the resolution instructing that the whole of the clerical work in connection with the Electric Light Department be done at the Town Hall under the supervision of the Town Clerk, the following arrangements be made: That the necessary alterations be made to the old reading room to enable a portion thereof to i be used exclusively for the Electric Light Department; that Mr. A. L. Dixon be placed in charge of the clerical work of the Electric Light Department, devoting the whole of his time thereto, and that in view of the extra responsibility placed upon him he receive an increase in salary of £2O per annum; that the Town Clerk be authorised to engage a cadet for his office at a salary not exceeding £4O per annum. That in pursuance of the powers contained in section 108 of The Municipal Corpora-j tions Act, 1908, the sum of £1697 19s j 9d, being the unexpended balance in the eleotric light working account, be transferred to the general account as at March 31st last. WORKS COMMITTEE. The committee recommends: That Mrs. Coker be informed that upon a tender being accepted for the erection of a dwelling house on her sections in Fillis Street the Council will favourably consider the question of providing an approach to the sections in question; that the borough engineer be authorised to maks such temporary repairs to the west end of Young Street as he deems necessary; that Mr. Tomlinsoh be informed that upon his contributing the sum of £l2 10s towards the cost the Council will extend the sewers in Lemon Street as requested' by him; that the borough engineer be authorised to place screenings on the footpath in John Street; that the Council hereby resolves that the provisions of section 117 of the /Public Works Act, 1908, shall not apply to Gill and High Streets as regards the former opposite St. Germain s, Square and as regards the latter wholly; that the Council consent to the subdivision of St. Germain's Square m accordance with the plan surveyed by Messrs. Sladden and Palmer, notwithstanding that Gill and High Streets are tless than a chain wide; that Mr. Maunder be informed that the Council
cannot see its way to grant any exemption from tlteMnew sanitary bylaws; that Mr. Keegan and Mesdames Hart and Dutton be granted three months' extension of time within which to connect their premises with the sewers; that the High School Board be informed that the Council cannot grant them the use of portion of Gilbert Street adjoining the school grounds; that Mr. C. W. Hursthouse be informed that the Council cannot entertain any proposal for the closing of the portion of Gilbert Street adjoining his property; that Mr. W. W. Smith be informed that the collection of dog tax is in the hands of the dog tax collector; that Messrs. Weston and Weston be informed that the drain through Mr. Medley's property in Lemon Street is a natural watercourse; that Inspector Tippins be instructed to see that all vehicles -are kept on the opposite side of Devon and Egmont Streets when entertainments of any description are being held at the Theatre Royal; that a copy of the letter from the Fire Board re the Theatre Royal be forwarded to the Theatre \ Company and they be asked what they propose to do in the matter of provid-| ing an exit from the dress circle on the eastern side; that Mr. Burke's application for transfer of a vehicle license 1 be granted; that the Railway Depart- 1 ment be informed that as the railway line was laid on Lemon Street without any compensation being paid to the borough, the Council cannot see its way to accede to the request of the Department for the payment of £265 for the re-vesting of the land in the borough; that Councillor Hobbs be appointed to the following committees: Works, Tramways, Electric Light, Baths, and Western Park. i
