It welcomes the grants made for trans-continental railways, and considers the prospect of developing the Northern Territory good, since the South Australian Labor Government is unlikely to make difficulties. It will possibly be glad to make the transfer, though it has discharged its past Northern obligations with credit. The Times considers the Northern Territory and the trans-con-tinental railways will' require a loan, and urges the Labor Party to abandon their loan scruples, which are partly reasonable and partly provincial. Commenting on the relations between, the States and the Commonwealth, it remarks that governments too often think the people exist for them, and not they for the people.
