The Departmental Board appointed to enquire into the Richmond railway disaster finds that the accident was caused Jby a succession of contraventions of the i regulations by a number of employees, | during an extraordinarily dense fog, when it was essential they should have exercised extreme vigilence and caution. The Department was exonerated, the error being on the part of the block ' signalling officials.
