Washington officials are surprised that the question as to the right of America to erect fortifications in the Panama Canal should be raised. In regard to the unofficial comment of the English press and Mr. Roosevelt's remarks on the subject showing!lack of appreciation of America, and the attitude of the British Foreign Office, by implication, it is declared that the Hay-Paunee-forte treaty of 1001 conferred the right to fortify. It is therefore claimed that America's guarantee to neutralise the canal refenjed to belligerants and not to enemies, and believes this view is confirmed in the Lansdowne memorandum of August 31, 1001.
