LOAN ISSUE CRITICISED. By Cable.—Press Association.—Copyright St. Petersburg, September 2. Russian newspapers are severely commenting on the issue of the Hungarian loan by French financiers. The Novoe Vremya compares the proposal to opening the Paris money market to the Triple Alliance for military purposes. It contends that money ought not to be lent to countries which conceal their claws till conditions have become favorable for showing them, as in the ca<se of the recent annexation of Bosnia and Herzegovina by Austria.
