The Frankfurter Zeitung sharply criticises the Japanese rescript for omitting any TefeTence to the treaty rights of foreigners and for the indefinite promise that they shall «njoy the same rights as in Japan so far as conditions permit. The cancellation of Korea's treaties with foreign Powers is an innovation in international law.
