KAISER WILHELM
BLOWING HOT AND COLD. By Cable.—Press Association.—Copyright Received August 31, 10.30 p.m. Berlin, August 31. In a fuller version of this Megdeburg speech, the Kaiser is reported to have remarked that the cross on a Teutonic •knight's cloak implied subordination to the will of "heaven. "Similarly," he continued, "just as my grandfather and I represented ourselves as working under the highest mandate, I assume that it •would be the case with every honest Christian, whoever he may be." The speech was regarded as a summons to unity for the common welfare, and received general approval.
