OBNOXIOUS REGULATIONS. By Cable.—Press Association.—Copyright London, August 26. The Chamber of Commerce is discussing the need of urgent representation concerning the American Government circular compelling "exporters in Europe to forward to the American Consulate specimens of cottons, silks, woollens and other goods intended for exportation. Every article must be described in detail, including quality, weight, gauge and number of threads. It is contended by manufacturers that new designs are seriously injured, and that exports will be extinguished.
