■THE LEASING PROPOSALS. PARLIAMENT ADVERSE. By Telegraph.—Press Association. Wellington, Last Night. NEW PLYMOUTH RACECOURSE. RESERVES BILL. In the House this afternoon, a long discussion arose on the Local Bills Committee's report on the New Plymouth Racecourse Reserve Leasing Bill, providing for the leasing of part of the reserve, comprising twelve acres. The committee reported that the jl>vu should not be allowed to proceed. Mr. Okey moved to refer the Bill back to the committee. Ministers raised' an objection to tihe disposal of reserves. Mr. Taylor (Christchurch) urged that the administration of all reserves should be brought before the House hy the Government in a Bill. The Bill was referred back to the Committee.
