The Daily Mail Montreal correspondent reports that Lord Brassey, speaking at a luncheon, predicted a change in the Government of Britain, followed by an Imperial whereat tariff reform .would be discussed. Mr. Balfour would call upon the leading men of the Dominion to form part of an Imperial Parliament. The British Navy would be maintained at the two-Power standard. The overseas reinforcement to the navy would prove an immense addition to the Imperial strength.
