It is proposed that the general administration be placed under a commissioner, subject to the Minister. Deputy Commissioners may be appointed'. . It is proposed that a tax be levied on all unimproved lands, (excepting for church and public purposes). All the land of absentees is taxable, and in the case of non-absentees the exemption is fixed at £SOOO. The Commonwealth may acquire lands where the High Court is not satisfied that under-valuation was not made wilfully to evade taxation. The Bill provides a penalty of £SOO, with treble tax, where evasion is attempted.
