The Vossische Zeitung affirms the existence of a tacit understanding between Britain and Germany since the late King Edward's visit to Cronberg in 1908, adding that the Kaiser convinced King Edward that the German programme merely corresponded' to the needs of commerce and defence of Germany. The Vossische Zeitung mentions a possibility of limitation of armaments when the German Navy Act is executed, but considers a general conference of the naval Powers as a necessary preliminary. It adds that Britain never proposed such. If Britain considered the conference had any chance of success, Germany would certainly not refuse to participate.
