REDUCTION OF ARMAMENTS
A PROPOSAL MISUNDERSTOOD. By Cable.—Press Association.—Copyright Rome, July 26. The King of Italy states that he recently submitted a proposal for the' limitation of the building of warships to a person who could give his whole effective support to such a proposal, but lie was misunderstood. TACIT UNDERSTANDING WITH GERMANY. POSSIBILITY OF LIMITATION. Berlin, Julv 27. The Vossische Zeitung affirms the existence of a tacit understanding between Britain and Germany since the late King Edward's visit to Cronberg in 1908, adding that the Kaiser convinced King Edward that the German programme merely corresponded' to the needs of commerce and defence of Germany. The Vossische Zeitung mentions a possibility of limitation of armaments when the German Navy Act is executed, but considers a general conference of the naval Powers as a necessary preliminary. It adds that Britain never proposed such. If Britain considered the conference had any chance of success, Germany would certainly not refuse to participate.
