NAVAL LOAN BILL. By Cable.—Press Association.— Copyright Melbourne, July 23. Mr. Fisher, in moving the second reading of the Bill repealing the Naval Loan Act, admitted that the repeal will considerably embarrass the Commonwealth finances, but Government was committed to the no-loan policy, and took the view that it should be under no obligation in the inauguration of the naval programme. Bv obtaining temporary assistance the Government would be able to adjust the expenditure over a few years beyond the dates for payment for the ships. In replv to Mr. Deakin, he said that the Government was not curtailing the naval programme.
