ARREST OF A SOCIALIST

The Times' Paris correspondent reports that a French sergeant of dock police captured a Socialist named Savarkar, clambering ashore, and liaiiued him over to the steamer Morea. The Socialists contend that he ought to have been handed to the ciiief of the harbor police. The persistence of M. Jaures ai.d ether Socialists has induced M. Pichon to courteously ask Britain to say proceedings until documents in the ca-e t-.re submitted to France. The correspondent emuhasises the point that any infringement of international law is due to the police sergeant, and that Britain is scaice!y lender an obligation to rep-iir a K"(.rch official's error.
