Birrell at Bristol declared that there wa9 no reason to be agitated over the conference, whose members were not popes or plenipotentiaries who could bind or loose the object of any conference. It must be discovered -o\v far the agreement will carry. If t:e discovery is unsatisfactory then the parties will be relegated to their former positions and all rights preserved.
