PAYMENT OF DOCKERS. London, June 17. Houlder Bros, has written to the Premier protesting against the action of fte Board of Trade firstly, in forcing thm to submit to arbitration their claim to pay dockers at Newport by the day instead of by piecework, and, secondly, declining to protect imported free laborers when the dockers repudiated the umpire's award in the Houlders' favor. The Premier merely acknowledged the letter.
