The Bribery Investigation Commission has discovered that many Customs officials at Sevastopol and other Black Sea Ports, are receiving salaries and commission from Russian and foreign firms, for the purpose of classifying imports on a lower schedule than is just. Heavy loss to the Exchequer was the result.
