THE RUSSIFICATION PROPOSALS.

The Nationalist members of the Duma had their speeches cut short by the application of the guillotine in the debate on the crucial clauses of tne Finland'Bill, which proposes to deprive Finland of the remainder of its freedom and to complete the Russification of the province.
The Opposition withdrew from the House, and. amid great excitement, the Bill was read a first time.
