NEW ZEALAND RUGBY UNION. MANAGEMENT COMMITTEE | MEETING. By Telegraph—Press Association. Wellington, Last Night. The Management Committee of the Ni'w Zealand Rugby Union met this evening. Messrs. E. W.vllie, V. Meredith, J. H. Lynsky. G. IC. Kache, and E. 0. Hales were appointed an appeal committee to decide eases of law. Mr. C. \\ ray-Pnlliser was appointed representative of the New ZeaJand Rugby Union in London. Union .had grunted permission for tße New Zealand Union to make the following alterations in the rules of the game: (1) Permitting four spells. (2) A fair catch to be claimed by making] a mark or calling out "mark." (3) That (lie ball ibe thrown out at right angles at ileast five yards from the touehline.
The various unions are to be notified that the alterations must be brought into force up receipt of advice from tjb* Management Committee. The Hawke's Bay Union forwarded a copy of a resolution passed regretting the absence of Hawke'.s Bay representatives in the New Zealand team for Australia. Teams always appeared to be selected from players under the larger unions, and it considered an alteration should be made in the present system of selection, as under the present arrangement it was impossible for tlw smaller unions to have representation. In response to a cable message received from Mr. V. Meredith, manager of the New Zealand team in Australia, it was decided to send H. Averv (Wellington) and Mitchell (Canterbury) to Sydney on Friday next to assist in the tour. The Hawke's Bay Union notified that it intended to -end a team to Auckland in August next to plav for the Ranfurly Shield".
The Southland Union again applied for a match against the American Universities team.—lt was decided to adhere to its original decision, as .time would not permit of the suggested match. The Canterbury Union asked that a. ruling be obtained on the following question:—"Tn the event of a player l>eing tackled by an opponent, and the ball being put down between them and picked up by a player on either side before being played with the foot, should the .penalty be a scrummage or a. free kick?" —The New Zealand Referees' Association is to be requested to give a ruling on the point. Disqualifications notified by various unions were made general. A Hawke's Bay player who was disqualified .for two years for using bad language and being guilty of contempt by failing, to appear 'before the Union had his sentence reduced by twelve months, at the request of the Hawke's Bav Union. The Auckland Union asked for advice concerning an application received by it from the Rol.orua Union for affiliation.— It was decried to intimate that as Rotorua was within the boundaries .of the South Auckland Union, the Rotorua Union must be attached to that fcody.
The committee appointed to allocate tlie grant for the encouragement of school football recommenced the following donations: Ilnwke's Bay, Taranaki, Wanganui. and Southland, £D each; Wairarapa, South Canterbury, and South Auckland, €8 each; Poverty Bay, Bush Districts, Manawatu, Horowhenua, MarJborough, Nelson, Buller, and Westport, £5 each. Auckland, Wellington, Canterbury, and Otago were left out of participation in the grant, the Union deciding to help the small unions in accordance with the feeling expressed by the majority of the delegates at the annual meeting. At Kaponjra on Wednesday the local Association team defeated Hawera by i goals to nil.
