TARANAKI COUNTY COUNCIL
MONTHLY MEETING. The ordinary monthly meeting of the Taranaki County Council was held yesterday, when tnere were present: Crs. J. Brown (chairman), R. Stevens, M. Hopson, C. Carter, C. Andrews, E. Allanson, and J. R. Hill.
Foreman Jones, Tariki, reported that he had completed, the concrete culvert near Tariki, with the exception of the filling in, which he purposed to leave for a fortnight. The guard rails on Manganui bridge, Tariki road, were corroding, and required painting. The Kuraipiti bridge, near Inglewood, required aihout ten new deek planks. He had been doing general work during the month.
Foreman Bennett, Junction road, reported that since last report he had finished raking in and building metal. The rest of his time had been taken up in water-tabling and patching where required. He had got all the planks carted from Tarata bridge and had used uip most of them. He had re-planked the Mangaone bridge, Tariki road. The old planking was very rotten. He had also re-decked the 'frame culvert on Tariki road, and had fixed up the _ Makara bridge. In this bridge the stringers were getting very rotten at the ends. He had also put in two shutes at the Manganui bridge to carry off the sand and storm water from the west pier.
Foreman Cheffings, Junction road, reported that it had been a bad montn for the road owing to so much rain, and the metal had cut through in a lot of places. He had to employ labor for repairing the Mangorei bridge and making] a track to Lealand ; s depot. He had had to get Mr. Olson with his timber waggon to cart guni trees for propping up the Mangorei bridge. He would advise the Council to get Mr.. Orbell to look at three hig culverts on the Mountain roads, which are showing signs oi falling in. Foreman F. Holmes, Egmoht road.-, m his report, stated that most of' the time he had been raking in the new metal and Winding it, and cleaning out watertables and culverts, which were mostly filled up. He had .repaired .sgme holes on the Egmont road wihrcH werie cutting up. There were places and Smart roads breaking (.up, and required repairing. inetjal, and if left long, they wouk| be'impassable. Foreman J. Holmes, Waitara, reported that he had received during : the month. 1.36 yards- of metal on contract No. 166 for re-metalling and, repairs. ' Foreman Huse, Ornate, reported that the crusher put through 716 yards in eleven and a-half days, an average &f----62 yards per day. W. jCutfleld, who had been'appointed b'y the ,'Fi'tzroy Town Board to ■ co-bpe'nfte' with the Council in reference to the 1 protection of the Waiwakaiho bridge* waited on the Council, and pointed .out that ( the embankment below the weir was' scouring badly, and required immediate attention. He thongnt tnat. : a roller of boulders encased in netting would be" sufficient protection. He recommended that this be attended to at once, and. that the carting of necessary boulders'be done by contract.—His ' recommendations were adopted. TIMBER TRAFFIC.
Foreman Cherfinga reported that two waggons were carting heavy .loads of timber on the roads under his charge The waggons were reported to'ibe carryins for tie Sash and Door Co.—v.elerrecl to"the chairman, to interview the company. Foreman Jones (Tariki) reported that despite his warning, waggons were still carrying excessive loads. There were twoVagsons. each weighing over a ton, and the loads were from 1500 to 2000 feet of timta.—Notice will be given to Messrs. Simon and Brown to discontinue the traffic, otherwise the Council will take action.
ROYALTIES. The chairman reported having interviewed several of the property-owners with regard to their claims for royalty on stone and surface damage by metal contractors, and it was decided to pay threepence per yard for the stone taken and threepence per yard for surface damage. ADJACENT DISTRICTS' LIABILITY. Messrs. Govett and Quillhun, the county solicitors, wrote: "The question whether one local authority can call upon an adjacent local authority to contribute towards the cost of constructing a bridge is not determined by distance—that is to say, there is no actual limit fixed by law 'beyond which exemption could be claimed. In order to compel an 'adjacent' local authority to contribute, it must he shown that the work is of advantage and (benefit to the whole, or a. considerable portion, of the inhabitants of the district to be charged. The Court of Appeal has decided that one district may he 'adjacent' to another district, although tjm two are not immediately contiguous, and although one or more boroughs, counties, or districts may intervene, between them." RICHMOND ROAD BRIDGE.
Messrs. Oribe.ll and Mackay reported that, as instructed by Cr. Tate, they had examined the bridge on the Richmond road, near Mr. Little's mill, and found that one of the studs of the pier on the north end of the bridge was very rotten and should he renewed with as little delay as possible. There was a piece of timber suitable for the purpose on the ground. Several other pieces of timber in the bridge were rather badly worm-eaten, hut they would probably last another two years.—The foreman to attend to the work at once. GENERAL.
Mr. WVOgier, town clerk of Inglewood, wrote that the Inglewood Borough Council' disclaimed liability for a traffic levy payable on stone carted over the county road for the Council by Mr. Neilson.
It' -\vW decided to pay the £25 subsidy promised some time ago to the Inglewood technical school. The New Plymouth Borough Council wrote that the application of "this Council for a water connection to the crasher depot at'Mangorei would be granted on payment of the cost of connection and an annual charge of £1 per annumAccepted f ''Mr. *A. &• Binnie applied for permis■sioln to make a cutting; at the roadside for the purprfse of making a gateway.— Pennission granted, subject to the supervision of the surfaceman, The'Moa. The owner was prepared to give pound for pound towards the cost if the Government would contribute the rest. —It was decided to apply to the Government for a pound for pound subsidy. The tender of the Westport Coal Cornpan v was accepted for the supply of coal for the crushing plant. There were four 1 tenderer-.
Foreman Cheffings forwarded the names of .property-owners along whose boundaries there were blackberry and gorse, and others whose pine-trees were keeping the sun off the Avenue roadNotice will be sent to them to clear their boundaries.
