"A TRANSPARENT HUMBUG." By Cable—Press Association—Copyright New York, May 22. Mr. Clark, leader of a minority in the House of Representatives, described the Payne Tariff as "transparent humbug." His remarks are considered a keynote to the Democracy argument at the November Congressional campaign. Mr. Foss, a Democrat, advocated reciprocity and Anglo-Saxon unity, particularly closer relations with Canada.
