BOTHA TO FORM MODERATE MINISTRY. By Cable—Press Association —Copyright, I Received May 17, 12.30 a.m. j " London, May 16. The Daily Chronicle's correspondent at Johannesburg reports that every Piemier is going to Capetown to meet Loid Gladstone on Tuesday, and adds that South Africa, with the exception 0' 'the Premiers of Orangia and Western Cape Colony, favors General Botha, who, if asked, will probably form a molerate Ministry, instead of a coalition. General Bollia and iMr. Smuts will not serve under Mr. X. Merriman. Moderate opinion in the Transvaal favors a Botha Cabinet, including Dr. Jameson, Sir P. Fitzpatrick, Mr. J.W.Jagger (president of the South African Chambers of Commerce), and Mr. T. M. Smartt.
