RECIPROCITY.
CANADA AND THE UNITED STATES. THE TIMES SPEAKS. By Cable—Press Association—Copyright Received May io, 10.25 p.m. London, May 5. The Times declares that the movement towards reciprocity with 'Canada is rapidly becoming a leading feature of the United States Republican programme. It is possible that President Taft will see in reciprocity with Canada a golden opportunity of 'reconstructing the fiscal side of the Republican programme and of re-establishing the prestige of the Republicans in the West. Hence the Unionists' refusal to heed Lord Rosebery's advice to abandon tariff reform and Mr. Balfour's decision to admit Empire wheat free was particularly fortunate.
