MENDING THE HOUSE OF LORDS. JTHE NEW PROPOASLS DISCUSSED. i ' By Cable —Press Association —Copyright. London, May 2. Extreme Radicals denounce the preamble of the Parliament Bill. The Daily News fear that certain phrases, which indicate proposed restriction on the House of Lords, were imposed only pending the creation of a new second chamber, and declares that •what was won must be declared permanently won. The Westminster Gazette defends the preamble, and adds that though the House of Commons must alone settle finance, and conceivably other legislative matters, a popular second chamber should be entrusted with power differing from those suggested for the present House.
The Pall Mall Gazette argues that the Government are aware that they were unable to carry their project, and iBO proposed a new second chamber, dejaounced the hypocrisy embodied in the .preamble, and protests that it is an attempt to make the King a party to chicanery.
