DRASTIC REFORMS. THE PARLIAMENT BILL. AN ELECTIVE UPPER HOUSE. By Cable —Press Association —Copyright. Received May 1, 5 p.m. London. April 30. The "Parliament Bill" has been issued. The preamble foreshadows an ultimate Second Chamber on a popular basis. The Bill provides that within a month of a money <bill being sent up to the Lords, their consent may be dispensed with on the King's assent, the Speaker s certificate declaring it to be a money bill to accompany its presentation to the King. Bills other than finance bills shall similarly become law if they are rejected for a third time by the Lords after passing the Commons three successive sessions (not necessarily in the same Parliament). The maximum duration of Parliament shall be five years.
BUDGET RECEIVES ROYAL ASSENT. London, April 29. ■ The Budget Bill has received the Royal assent. A BYE-ELECTION. Received May 1, 5 p.m. London, April 30. A .bye-election for the South Edinburgh seat resulted in the return of Mr. Lyell, Liberal, oy a majority of 2327.
