TIIE' BUDGET BILL. PASSED THE COMMONS. London, April 28. The Budget Bill was read a third time iby 324 to 231. It has been read a first time in the House of Lords. , ASSISTANCE TO SMALL LANDHOLDERS. London, April 27. Lord Shaftesbury's -Thrift and Credit Banks Bill, which was referred to a select committee a second time, provides for a central institution of finance of rural village banks, of the type whereof there are 15,000 in Germany, 2000 in India, and 300 in the congested districts of Ireland. The Bill aims at assisting owners of small holdings against money lenders.
