TIIE OBSOLETE NIOBE. PREMIER'S IMPERIAL SPEECH. By Oftbla—Press Association—Copyrrght Received April 20, 9.55 p.m. Ottawa, April 20. During discussion in the committee stages of the Canadian Navy Bill the Opposil ion criticised the .purchase of the cruiser Niobe, and claimed that it was expensive and obsolete.
Sir Wilfrid stated that the cost was 1,075,000 dollars, and the cruiser was admirably suited for training 425 men and 42 officers.
The Right Hon. R. Laud Borden, K.C., Leader of the Opposition, discussing the clause providing that the navy must not go into active service without an order from the Governor-in-Council, stated that Canadian vessels were unable to defend themselves, and would be forced to fly a neutral flag or to strike the British flag. Either course would mean instant separation from the Empire.
Sir_ Wilfrid Laurier replied that Britain in the past had engaged in many 'wars which were not of sn,ch a character that Canada could justly take part, and instanced the Crimean War and the Egyptian War of 1881. But if Britain were seriously endangered, a wave of enthusiasm would sweep the Empire, and the whole of the Canadian fleet and its resources would be placed at the disposal of the Mother Country.
