CIA' I b SKRYICE CLUB. | There was a very fair attendance of members at the animal meeting ol tile Civil Service .Saturday Rugby Football Club, held in the Town Hall on Wednesday night. Mr. A. Addison presided. I In its report the committee congratulated the members of the club on the splendid results of the past year, and trusted that they would continue. The cash receipts amounted to £l2 7s, and the expenditure to £ll 4s 2d, outstanding liabilities nil, leaving a cash balance of £1 2s lOd. This was very creditable, considering that it was the club's first year of existence, and that jerseys had been reduced in prion to the team by 2s (id. The team had von the Sole Cup by one point, having won all its matches but two, one of which had been drawn and the other lost. During the last few months four members', Messrs. Seldon, Harvey, Day and Robinson, had left the town, and their absence would be felt. Several other members were retiring from the active list, but it was hoped that th»y n.-ld re tain their keen interest in the welfare of the club.
The report and balance sheet were adopted. Officers for the ensuing: year were elected as follow: —President, Mr. J. ' The' matter of jjrbviding a Suitable memorial to the late Mr. Alf. Bayly, one of the giants "of Tara'naki football in "the 'good'old days," arid a tower of strength to the 'Tar'anaki Rugby "Union for many years' up to the time of his death, - will 'be a£ain ' di&usse'd at T.R.U. meeting this'evening at 1 Stratford. The Union decided some ago that the memorial'should be erected in the New Plymouth Recreation Grounds, and the' committee set up to consider the form of the memorial recominended to consider the form'of tlie memorial recommended to the annual meeting of a few Weeks ago that memorial entrance gates' should be'erected estimated to cost about £IOO. The committee further reported that the amount subscribed to the fund was £'fb. A discussioh ! followed.the reception of the report and tt was agreed to defer decision to allow Mr. D. J. Mai one to iritrodube a fresh suggestion. In the interim Mr. .Malone has brought down a scheme for. founding Si Bayly scholarship, and the' proposal has been placed before members 'of. the management committee by circular.
The scholarship is' open to all boys resident in the Taranaki provincial district under 15 years'.of' age on December Ist in the year in whicli the .examination irf held. . .The candidate must have spent the whole of the year in which,lie, competes in the Taranaki province. and must have attended some ".public or private school therein. The scholarship is to he tenable for two years, at any high school or district high school in tlio Taranaki province. The examination is to be that set iout for the Junior National Scholarship. For this examination various centres are fixed, and the whole is controlled bv the Education Department. Marks for the different subjects are as follow:—English 300, arithmetic 200, geography 100. drawing 100. general knowledge 100; total 800. Personal (character, good temper, behaviour, language, popularity, etc., are to bp taken into" consideration with a "possible" of 200 marks, these to he awarded by the headmaster of the school and the inspector in conjunction. Candidates must have some pjowess as aifchlet.es if thov are to succeed, for the T,TU T . -will hold a little snorts meet-; ing of six events for them, allotting
marks for first, second and third places in 1-OOyds and 440 yds liat, high and long jump, drop wick and put. The standard" set are 12 2-.") sec., Msec.. 4ft., 12ft., -15 yds, and 40yds respectively. The candidate scoring the highest aggregate number of points shall be chosen as the Bavlv scholar.
The idea is a good one. We might suggest to Mr. Malone, however, tnat the plaee-kick be substituted for the put in the athletic contest.
More serious than this, however, is the fact that the proposal as outlined lacks the great essential—a scheme of finance. The funds in hand amount to about £7O, which, when invested at 5 per cent., would produce £3 10s per annum. The scholarship, to be attractive to our boys, must be worth at least £2O a year, which represents the interest on £4OO at 5 per cent. Tf the promoters can show where the money is to come from, and lay a practical finance scheme before the meeting, the scholarship will in all probability be founded. In the absence of such details, it is hardly likely that t'here will be any departure from the decision -previously arrived at.
