The steamer Caledonien and thirty other vessels have not sailed.
Strike-paid agitators are persuading the reservists to make a grievance out of the retention of a few dozen Lascars in the service of various shipping companies.
According to an agreement whereby shipowners are entitled to include aliens to the extent of one-quarter of each crew, the Maritime Court at Marseilles has sentenced ten stokers to ten days' imprisonment for leaving ships. The accused stated they left upon the unions' orders, fearing personal violence. Proceedings have been commenced against 500 other*. !
