Replying to Lord Brasscy, Earl Granard said the Admiralty and the authorities of the dominions considered that shore batteries, submarines, and torpedoes were more effective for the defence of harbors than stationary guard-ships of an old type. Moreover, all the old cruisers the Navy is {retting rid of are perfectly useless to protect our commerce, and equally useless in colonial waters. New Zealand, while continuing her monetary contribution to the Imperial Navy, supported the us? of submarine destroyers in her waters. It was intended to use this class of protection at an earlv date.
